TDM – Transportation Demand Management – is an umbrella term for the strategies that improve the efficiency of the transportation system by increasing person trips without increasing vehicle trips. The modes of travel most commonly associated with TDM are: transit, vanpool, carpool, biking and walking. TDM is also associated with other travel options such as compressed work weeks and other alternative work schedules and with telework. The most basic component of TDM, however, is communicating the options to commuters and other travelers, and encouraging them to try them.

The Maricopa Association of Governments and Valley Metro are considering ways to expand marketing of alternative modes and schedules. The Regional Transportation Demand Management (TDM) Plan will evaluate the opportunity for new and expanded programs to:

  • Areas unserved or underserved by transit
  • Areas where drive-alone rates are high
  • Non-commute travel, such as special events

Goals of the study include:

  • Expand existing services using targeted marketing and customized strategies to reach out to special event travel, school travel and work trips unaffected by the County Travel Reduction program (TRP) ordinance
  • Develop goals and performance measures for TDM programs in the region
  • Expand the role of partners such as cities, small employers, event centers and schools
  • Define need for commuter information services
  • Develop an action plan including roles and funding
