Phoenix (December 1, 2025) – The Maricopa Regional Continuum of Care (CoC) is a county-wide network that brings together housing providers, service agencies, government partners, and community stakeholders to help individuals, families, veterans, and youth who are experiencing or at risk of homelessness. Through more than 170 housing projects, the CoC supports over 15,000 beds and pairs safe housing with comprehensive supportive and crisis-intervention services.
While the system leverages many funding streams to support this work, the backbone of the region’s homelessness response funding is the annual Continuum of Care Program competition from the U.S. Department of Housing and Urban Development (HUD).
Key Facts:
- The Maricopa Regional CoC conducts an annual competitive process to select which projects will be included in the regional application to HUD that supports permanent supportive housing, rapid rehousing, transitional housing and supportive services for people experiencing homelessness.
- Projects are typically funded for one-year periods with the opportunity for annual renewal.
- The CoC provides organizations and providers technical assistance through the application process.

Why It Is Important:
Organizations currently providing or wanting to start new transitional housing or supportive services are strongly encouraged to apply for CoC funding. The Maricopa Regional CoC is encouraging applications from nonprofits, substance use treatment providers, and faith-based organizations that have not previously received Continuum of Care funding. Expanding the applicant pool strengthens our region’s competitive position and builds overall capacity.
The CoC’s collaborative applicant submits the final consolidated application to HUD on behalf of the region.

- In the most recent competition, the Maricopa Regional CoC received an award of approximately $52 million.
- Over 3,100 individuals are currently receiving housing and supportive services from CoC-funded permanent supportive housing and rapid rehousing projects.
