Public Notice on a Proposed Amendment to the FY 2022-2025 MAG Transportation Improvement Program, Momentum 2050 MAG Regional Transportation Plan, and Conformity Analysis

The Maricopa Association of Governments is notifying the public of a proposed amendment to the FY 2022-2025 MAG Transportation Improvement Program (TIP) and MOMENTUM 2050 MAG Regional Transportation Plan (RTP). Included in the FY 2022-2025 TIP is the Draft FY 2023 Transit Program of Projects. The proposed amendment requires a new conformity determination. A conformity analysis has been conducted for the proposed amendment to the TIP and RTP. Both the proposed amendment and conformity analysis are being provided for review and comment through the MAG Conformity Consultation Process with comments requested by 5:00 p.m. on May 25, 2023.

The proposed amendment to the FY 2022-2025 TIP and MOMENTUM 2050 MAG RTP includes changes to Freeway Life Cycle Program projects, General Roadway projects, and Arterial Life Cycle Program projects. The conformity analysis includes a regional emissions analysis to support a finding that the amendment to the TIP and RTP meet transportation conformity requirements for carbon monoxide, eight-hour ozone, and particulate matter PM-10 in the Maricopa nonattainment and maintenance areas, and PM-10 and PM-2.5 in the Pinal County nonattainment areas. The results of the conformity analysis indicate that the proposed amendment, when considered together with the TIP and RTP as a whole, will not contribute to violations of federal air quality standards.

The consultation documentation on the proposed amendment and conformity analysis is available for review on the MAG web site at azmag.gov. Public comments may be submitted in writing by 5:00 p.m. on May 25, 2023 to the address below or online by visiting azmag.gov/comment. In addition, public comments are welcomed at the MAG Management Committee meeting on June 14, 2023, and the MAG Regional Council meeting on June 28, 2023.
