Public Notices

Public notices are official announcements or notices of a proposed action or decision, or of a public hearing. These notices are often legally required. They inform you about important opportunities to make your opinions known before final decisions are made.

Federal regulations (23 CFR Part 450 and 49 CFR Part 613) require that the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) jointly certify that the transportation planning process in areas with a population over 200,000 complies with the regulations at least once every four years. The deadline for completion of the current certification for the Maricopa Association of Governments, Metropolitan Planning Organization (MPO) for the Phoenix-Mesa-Scottsdale Urbanized area is September 2022.

The review consists of a documentary review called a desk audit and a meeting with transportation planning staff. The Federal review team is also required to solicit input from the general public and local elected officials during the course of the review. The Federal team would especially like to hear the public’s input on how well they are involved in the process, if they are given the information that they need to become involved, whether the way in which they can get involved is clearly explained, and whether they feel their input is considered and addressed by Maricopa Association of Governments, MPO for the Phoenix-Mesa-Scottsdale Urbanized area.

The public is invited to submit comments in writing, related to the transportation planning process and public outreach activities associated with the Long Range Plan, the Transportation Improvement Program, the Unified Planning Work Program, the Highway Functional Classification, and other relevant activities of MAG.

The FHWA and FTA Federal review team will conduct a 30 day public outreach to receive comments and will accept comments through September 10th to allow time to consider comments and incorporate as necessary in the certification report to be issued in mid-September 2022. Please submit comments via email to [email protected] or via mail addressed to Karla Petty, FHWA, Division Administrator, 4000 N. Central Avenue, Suite 1500, Phoenix, AZ 85012 or to Ray Tellis, FTA Regional Administrator, 90 Seventh Street, Suite 15-300, San Francisco, CA 94103-6701. After all parts of the review are complete, the Federal team will issue a report that contains the certification decision as well as observations and suggestions for strengthening the process.
