Public Notice on a Proposed Amendment to the FY 2020-2024 MAG Transportation Improvement Program, 2040 MAG Regional Transportation Plan Update,
and Conformity Analysis

The Maricopa Association of Governments is notifying the public of a proposed amendment to the FY 2020-2024 MAG Transportation Improvement Program (TIP) and 2040 MAG Regional Transportation Plan Update (RTP). Included in the FY 2020-2024 TIP is the Draft FY 2020 Transit Program of Projects and the Working Draft FY 2021 Transit Program of Projects. A conformity analysis has been conducted for the proposed amendment to the TIP and RTP. The proposed amendment requires a new conformity determination. Both the proposed amendment and conformity analysis are being provided for review and comment through the MAG Conformity Consultation Process with comments requested by 5:00 p.m. on June 4, 2020.

The proposed amendment to the FY 2020-2024 TIP and 2040 MAG RTP includes Arterial Life Cycle Program and other project changes. The conformity analysis includes a regional emissions analysis to support a finding that the amendment to the TIP and RTP meet transportation conformity requirements for carbon monoxide, eight-hour ozone, and particulate matter PM-10 in the Maricopa nonattainment and maintenance areas, and PM 10 and PM-2.5 in the Pinal County nonattainment areas. The results of the conformity analysis indicate that the proposed amendment, when considered together with the TIP and RTP as a whole, will not contribute to violations of federal air quality standards.

The consultation documentation on the proposed amendment and conformity analysis is available for review on the MAG web site at www.azmag.gov. Public comments may be submitted in writing by 5:00 p.m. on June 4, 2020 to the address below or online by visiting www.azmag.gov/comment. In addition, public comments are welcomed at the MAG Management Committee meeting on June 10, 2020, and the MAG Regional Council meeting on June 24, 2020.

Cancellation of the Public Hearing on the MAG 2020 Eight-Hour Ozone Plan - Submittal of Marginal Area Requirements for the Maricopa Nonattainment Area

The Maricopa Association of Governments (MAG) announces the cancellation of the public hearing on the Draft MAG 2020 Eight-Hour Ozone Plan - Submittal of Marginal Area Requirements for the Maricopa Nonattainment Area. A request to hold a public hearing on the draft plan was not received during the 30-day public review period ending on May 7, 2020.

The public hearing was tentatively scheduled to be held on Monday, May 11, 2020 at 5:30 p.m. in the Saguaro Room at the MAG Offices, 302 North 1st Avenue, Second Floor, Phoenix, Arizona, 85003. Since a request to hold a public hearing was not received during the 30-day public review period, a public hearing will not be held on May 11, 2020.
