A strategy outlined in the MAG Human Services Coordination Transportation Plan is the utilization of sub-regional mobility managers to enhance and promote regional mobility coordination planning efforts in the region. This has included identifying sub-regional mobility managers as community liaisons for the East Valley, West Valley, Central Area, and the South-Central Valley of the MAG region. The sub-regional mobility managers participate in designated workgroups, provide feedback on trainings, and provide support for regional coordination strategies outlined in the MAG Human Services Coordination Transportation Plan.

Billy’s career in Intellectual and Developmental Disabilities (I/DD) happened quite by accident and out of necessity in 1983 while raising a young family in Dixon, Montana (pop. 150). After finding that I/DD was a natural fit, Billy continued in Montana, then Oregon, and now, Arizona where he has been with Chandler Gilbert Arc since 1994 accepting the position of Executive Director in 2013 and completing his Master of Administration with Leadership Emphasis through Northern AZ University. Billy's career has seen great diversity through management of multiple services in multiple states where he specializes in Coordinated Mobility, Systems Development, and Resource Coordination.

Justin MacGregor

Justin MacGregor is Sub-Regional Mobility Manager for the West Valley. An Air Force veteran who believes in service before self, Justin has worked for over 5 years at Scottsdale Training and Rehabilitation Services (STARS), a center for individuals with intellectual and developmental disabilities that hosts day programs, on-site work centers, community-based employment training opportunities, and transition programs for young adults. As the Facilities & Mobility Innovation, Justin is responsible for making sure all vehicles are serviced and running at top performance, and that STARS facilities are maintained and operated in accordance with all regulations and guidelines. As a Sub-Regional Mobility Manager, Justin aims to support you as you work to provide safe and reliable transportation for elderly individuals and those with disabilities.

Dr. Andrea D. Williams has had an extensive career with serving the population that includes individuals that are homeless, seriously mentally ill, suffer substance abuse/dependence, detox, and the developmental disability entity. Andrea is currently the Vice President of Operations for Gompers. Dr. Williams oversees the day treatment programs, employment services, in-home services, and transportation departments of Gompers.

Dawn Hocking

Dawn Hocking - South-Central Valley

Dawn Hocking is the Subregional Mobility Manager for the South-Central Valley. She is the Director of Development for The Centers for Habilitation (TCH), which is a non-profit organization that supports adults with disabilities through a day program, employment services, group homes, home based services, and transportation. Dawn has held a variety of positions at TCH over the past 29 years, including Group Home Supervisor, Human Resources Coordinator, Development Coordinator, and K.i.D.S. Developmental Supervisor. As the Director of Development, she is responsible for community outreach, bringing needed resources to the agency, grant writing, and overseeing volunteers to ensure individuals with disabilities live meaningful lives. As a Subregional Mobility Manager, Dawn provides her expertise and supports others who provide transportation for individuals with disabilities.

Vehicle Sharing

Vehicle sharing is a unique program that involves vehicles acquired through a federal grant program. Agencies share an accessible vehicle that enables people with disabilities to get out of their homes. Many social services say that a major challenge they face is a lack of transportation as public transit options may not be the best fit.
