Study Description

The Regional Community Network (RCN) has evolved to meet the needs of member agencies, particularly under the ITS and public safety umbrellas. As member agencies increasingly depend on the RCN for various responsibilities, the region must determine the future direction of the RCN, requiring the need for a comprehensive strategic plan. Building upon the findings of the completed RCN Assessment, the strategic planning effort will establish a shared long-term direction for the RCN, identify and prioritize its core regional functions, and align governance, operations, funding, and agency responsibilities with that direction.

Study Objectives

The RCN Strategic Plan will:

  • Guide development of a long‑term strategic plan for the RCN.
  • Bring regional agencies together to shape shared priorities and future investment needs.
  • Create a clear vision for how the RCN will support communication across the region.
  • Build a practical implementation roadmap that outlines the steps needed to achieve the region’s strategic goals.
  • Update policies and procedures to ensure consistent, reliable, and well‑coordinated network operations moving forward.
