The Freeway Life Cycle Program (FLCP) is the management tool for the implementation of freeway and highway projects identified in the MAG Regional Transportation Plan (RTP). The Arizona Department of Transportation (ADOT) maintains and implements the freeway program priorities established by the RTP. The program utilizes funding from the Proposition 400 half-cent sales tax as well as from state and federal revenue sources.

On May 22, 2019, the MAG Regional Council approved the Fiscal Year 2020 FLCP, contingent on a finding of air quality conformity. Regional Council is expected to take final action on the program on September 25, 2019. An overview of the rebalanced program can be found here. A new publication will be available following final approval.
